Toner pad substrate types: cotton, lyocell, viscose blends and dual-texture embossed

SubstrateFeelLiquid behaviorWet strength and lintNotes
100% cotton spunlaceSoft, natural, slightly texturedAbsorbs well; tends to hold liquid until pressedGood strength, low lintFor the US, keep cotton-origin documents (UFLPA)
LyocellSmooth, cool, silkyHigh capacity; even release on skinHigh wet strength, very low lintBranded lyocell names are trademarks; using one on pack usually needs the fiber maker’s approval
Viscose and viscose/cotton blendsSoftFast wet-out GoodThe economical option; viscose made from bamboo must be labeled “viscose (rayon) made from bamboo” in the US and Canada
Viscose/polyester blendsFirmerLower capacity, more releaseHigher strengthContains plastic fiber
Dual-texture embossedOne textured side for wiping, one smooth side for pattingEmbossed pockets hold liquidDepends on base fiberSupports “exfoliating” positioning — about 4,400 US searches a month for “exfoliating toner pads”
Multi-layer pads — two or three layers bonded at the edge — hold more liquid and feel cushioned, but use more fiber per pad.

How substrate choice changes serum load and feel

The same essence behaves differently on different substrates, so choosing a substrate is a formulation decision as much as a purchasing one.

Liquid load. Fill weight per jar is the number of pads times the liquid each pad should carry, plus what pools at the bottom. Heavier, thicker pads carry more, which raises formula cost per jar.
Top-to-bottom evenness. Gravity pulls liquid down the stack. Substrates with good retention keep the top pads wet; “toner pads dry” appears as a related Google search, a sign shoppers notice dry top pads.
Release on skin. Lyocell and viscose release liquid easily; cotton tends to hold it until pressed; polyester in a blend lowers capacity and raises release.
Feel. A smooth side suits patting or leaving the pad on as a mini mask; an embossed side suits wiping.
Formula interactions. Cellulose fibers can take up some preservatives and actives, which can weaken preservation. Run preservative efficacy (challenge) testing, such as ISO 11930, and stability tests on the filled jar, not on the formula alone.
Viscosity. Gel-type essences may need a more open, absorbent structure than thin toners.

Lock the spec. Sign a spec sheet with tolerances and keep a retained master sample.
Action Step
Incoming inspection. Check GSM, size, thickness, visual defects and odor on every lot, against the supplier’s lot report.
Action Step
Supplier checks. ISO 9001 certificate number, a factory audit report, retained samples and lot traceability.

Regulatory status: dry substrate vs filled toner pad

A dry substrate is a component; once it is soaked in toner, the finished toner pad is a cosmetic.
View Full Specification Details
In the US, the filling facility registers with FDA under MoCRA and the brand lists the product; in the EU, the product needs a Responsible Person, a safety report (CPSR), a product information file and CPNP notification; in Korea, soaked pads are regulated as cosmetics. Your substrate supplier should provide a fiber composition report, a harmful-substance certificate or test report, and microbial data for your safety file.

FAQ

Q1Which material works for toner pads: cotton or lyocell?+
Both work; the choice depends on feel and liquid behavior. Cotton gives a soft, natural texture and tends to hold liquid until pressed. Lyocell is smoother, stronger when wet and releases liquid evenly. Viscose is the economical option. Test your formula on each before you decide.
Q2What GSM should a toner pad substrate be?+
There is no single right GSM; it is a trade-off between liquid load, feel and cost. Start from the pad you want to match, measure its weight and thickness, and set a target with a written tolerance. Heavier pads hold more toner each, which raises formula cost per jar.
Q3How much toner does one pad hold?+
It depends on fiber, GSM, thickness and the formula’s viscosity. Measure absorptive capacity in grams of your formula per gram of substrate, then set the jar fill weight so the top pad is still wet after the jar has stood for 72 hours.
Q4Should we buy cut pads or rolls?+
Buy cut pads or counted stacks if your filler stacks by hand or on a semi-automatic line. Buy rolls if the filler cuts and embosses in-line; rolls can lower conversion cost but need an agreed roll width, core size and splice limit.
Q5Is a dry toner pad substrate regulated as a cosmetic?+
Generally no — a dry pad is a component. Once it is soaked in toner or essence, the finished pad is a cosmetic in the US (MoCRA), the EU (Regulation (EC) No 1223/2009) and Korea, and the brand and filler carry the cosmetic obligations.
Q6Can toner pads use viscose made from bamboo?+
Yes; viscose made from bamboo behaves like other viscose. In the US and Canada, label it “viscose (rayon) made from bamboo”, not “bamboo fiber”, and do not imply natural germ-fighting properties — the US FTC fined two large retailers USD 5.5 million in 2022 over bamboo textile claims.
Q7Does ZEFU supply toner pad substrates?+
ZEFU makes cotton and lyocell pads and is confirming its supply program for toner pad fillers. Send us your current pad and formula type and we will tell you what we can match.
