Who makes private-label paper-stick cotton swabs in China?
ZEFU (Guangdong Zefu Medical Technology Co., Ltd.) in Foshan, China supplies private-label cotton swabs on paper, bamboo or wooden sticks, with round, pointed or spiral tips, packed in printed drums, boxes or bags. Paper and wooden sticks are allowed in the EU and England, where plastic-stem swabs are banned.

Sticks: paper, bamboo or wood — no plastic
Plastic-stem cotton swabs have been banned in the EU since 3 July 2021 and in England since 1 October 2020; paper, bamboo and wooden sticks are not affected. We therefore supply only non-plastic sticks:
Paper sticks — rolled paper, white or colored; the most common choice for retail.
Bamboo sticks — rigid and smooth; popular for natural-look packaging.
Wooden (birch) sticks — firm, for professional and cleaning use.
Describe the stick material exactly (for example “paper stick” or “bamboo stick”). Claims such as “eco-friendly” or “biodegradable” need specific evidence; see our guide on environmental claims.

Quality checks that matter for swabs
The three most common swab complaints are cotton coming off the stick, sticks that bend or split, and loose fibers. We check each batch for:
Tip adhesion — the cotton is wound and fixed so it does not slide off when twisted.
Stick strength — paper sticks hold their shape in normal use; wooden and bamboo sticks are smooth with no splinters.
Tip shape and size — consistent across the pack, measured against the approved sample.
Cleanliness and count — no dark specks or foreign fibers; counts checked per pack.

Q1Are paper-stick cotton swabs legal in the EU and UK?+
Yes. The EU and England ban plastic-stem cotton swabs, not paper, bamboo or wooden sticks. All our swabs use non-plastic sticks.
Q2What is the difference between cotton swabs and cotton buds?+
None — “cotton swab” is the common US term and “cotton bud” the UK and Australian term for the same product.
Q3Can you make pointed swabs for makeup brands?+
Yes. Pointed and round-plus-pointed swabs are used for precise makeup corrections; tip firmness can be adjusted.
Q4How many swabs come in one box?+
Common counts are 100, 200, 300 and 500 per box or drum. Travel tubes and sample packs hold fewer.
Q5Are your cotton swabs sterile?+
No. They are made for cosmetic and household use and are not labelled sterile. Sterile swabs need a validated sterilization process and are regulated as medical devices.
Q6What is the MOQ for private-label swabs?+
